STATUTORY INITIATIVES (CISS)
CICS Limit Compensation for Healthcare Executives
Would create a compensation cap for executives and managers of hospitals and other healthcare facilities, targeting runaway executive pay in the healthcare sector.
CICS Require Online Payment Marketplace for School Voucher (ESA) Purchases
Would require the Arizona Department of Education to establish an online payment marketplace through which all Empowerment Scholarship Account purchases must be made, adding accountability to the voucher program.
CICS Protect Education Accountability Act
Arizona spends $1 billion per year on ESA vouchers without any safety, transparency, or accountability. This initiative would fix that. Note: Students with disabilities are exempt from the income cap and assessment provisions.LD10 Supports

Ban ESA voucher funds from being spent on non-educational items like diamond rings, vacations, lingerie, and other luxury goods

VETO REFERENDUM (VR)
VR Create Zoning Exemptions for Housing on Corporate International HQ Campuses
Would create zoning exemptions allowing corporations with headquarters in certain municipalities to develop housing and hotels on their campuses, bypassing standard zoning laws.
What's the difference? Unlike legislature-referred measures, citizens initiatives are proposed by Arizonans who collect enough petition signatures to put an issue directly before voters. CICA measures change the constitution; CISS measures change state statute; VR measures let voters reject a law already passed by the legislature.
